What Will Be Required from Digital Product Passport Solution Providers?

Digital Product Passports (DPPs) have become a key topic in the context of the upcoming EU regulations and the transition to a data-driven circular economy. But what will the actual DPP solution market look like? And what requirements will providers of such solutions need to meet?

These questions were addressed during the latest CIRPASS-2 Community of Practice (CoP) meeting, held on 3 July 2025 and organised by DIGITALEUROPE and CEA. The main topic was the obligations and expectations for DPPSPs (Digital Product Passport Solution Providers) – those who develop, offer, or integrate DPP systems.

The EU Is Defining Clear Technical Criteria

The European Commission, in collaboration with industry and technology partners, is working to establish a shared framework for DPPSPs. The goal is to ensure:

  • Interoperability of data between different solutions and sectors

  • Semantic alignment of information (defined data, structure, meaning)

  • Security and reliability in data exchange

  • Accessibility for end-users (e.g. clear display of information after scanning a QR code)

The focus is on creating an ecosystem in which all DPP systems can “communicate” with each other—regardless of technical differences between providers. This approach prevents the development of closed systems and supports broader adoption of standards.

What Will DPPSPs Need to Comply With?

During the meeting, the first drafts of technical criteria were presented, which are expected to serve as future guidelines (or requirements) for DPP solution providers. Key elements include:

  • Use of standardised formats and ontologies (e.g. RDF, JSON-LD)

  • Support for interoperability with central EU systems

  • Transparent data display for end-users (e.g. mobile view of the DPP)

  • Compliance with EU regulations, such as the Ecodesign for Sustainable Products Regulation (ESPR)

  • Auditability and system validation capabilities
